PAL speed up with interlaced subtitles?

I am in the process of transferring my rental VHS tapes. Most of them are Swedish releases with subtitles, with the films themselves having the usual PAL speed up and the burnt in subtitles being interlaced. My plan was to just slow down the footage to 24 fps, but I was thinking if there was a way to “deinterlace” the subtitles?

The entire image is interlaced?
You can see the "mouse teeth" on Jack Nicholson's face.
The correct way would be to deinterlace it to 25 progressive, and then slow it down to 24 fps.
