Need OG analog cap artists to help me solve this noise issue

Any OG Cap artists know wtf this noise interference is? I've got everything through AVR Sinewave UPS (for dirty power).. LD or VHS, changed rooms, cap cards, between laptop/desktop, turned all powered devices off.. its all the same. What the hell is doing this?

Have you ruled out ground loops? I had to make sure both my capture PC and the playback device weren't powered by a grounded power cable in order to elminate ground hum.

Where else do I look? And how do I check for it?

I knew someone who worked at a recording studio and had they had to move premises because a neighbour ran industrial freezers 24/7 that caused pops in recordings when they kicked in.
